- Educational institutions, Sewage treatment plants, Electric sub- stations, major recreational centers and places of cultural heritage which need to be preserved, have been specifically identified.
- Alternate methods for clearance of slums and depletion of population in highly dense zones of the city have been devised.
- Need for developing rural/semi-urban areas simultaneously to check migration.
- Private sector participation.
- De-congestion of traffic.
- De-congestion of city/dispersal of infrastructure/development of satellite towns.
