Recommendations
Rational land use policy has to be evolved – Government should lay down policy and construction should be left to the cooperative societies and private sector.
Concerted efforts to invite private sector investment. Identify the infrastructure projects to be offered to private sector for BOOT, BOLT.

Administrative Land Use
Proposed Administrative use increased from 398 ha to 556 ha.
The Govt. use is mostly spread in the CBD from Batamaloo to Maulana Azad Bridge.
Proposed Decentralization of activities to Bemina, Sempora, Ilahi Bagh, Lal Mandi.
Proposed Shifting of Lower Court, Engineering Complex,Govt. Press to outer areas.
Public- Semi Public Land Use
Proposed Public/ Semi Public use increased to 1602 ha.
Public/ Semi Public Uses include land under Health, Education, Social, Cultural, Religious, Utilities and Services, Cremation Grounds and Burial grounds.
Recreational Land Use
Standards prescribe 12 sqm. of recreational use/person.
Proposed Extensions of Nishat Bagh, Shalimar, Chashma Shahi, Harwan.
Zoological Park at Hokarsar and mini Zoo behind N. Foreshore road at Shalimar.
Proposed Amusement Parks at Parimpora across Jhelum and Shalimar.
Two exhibition sites – one at Shalimar and another at Parimpora on HMT road.
Proposal for development of Jhelum river front.

Bed requirement 18000 beds against existing 15900 beds.

Extensive Industries include Joinery Mill at Pampore, Rajbagh and Rambagh Silk factories Bemina Woolen mills etc.
