Total Residential Area 2021    15112 ha  i.e. 63 % of the Developed Area
Regulations  for expansion of villages have been proposed.
 
Housing stock 
For a population of  12.00 lakhs. 2,40,000  houses are required
Crowding Index shows 11 mohallas with 15-24 persons per household.
Recommendations
Rational land use policy has to be evolved – Government should lay down policy and construction should be left to the cooperative societies and private sector.
Concerted efforts to invite private sector investment. Identify the infrastructure       projects  to be offered to private sector for BOOT, BOLT.
Recognition of   Housing Cooperatives, Private sector by Land Pooling and Plot    reconstitution

Administrative Land Use 
Proposed Administrative  use increased from 398 ha to 556 ha.
The Govt. use is mostly spread in the CBD from Batamaloo to Maulana Azad Bridge.
Proposed Decentralization of activities  to Bemina, Sempora, Ilahi Bagh, Lal Mandi.
Proposed Shifting of  Lower Court, Engineering Complex,Govt. Press to outer  areas.
Public- Semi Public Land Use 
Proposed Public/ Semi Public  use increased to 1602 ha.
Public/ Semi Public Uses include land under Health, Education, Social, Cultural, Religious, Utilities and Services, Cremation Grounds and Burial grounds.
 
Recreational Land Use 
Standards prescribe 12 sqm. of recreational use/person.
Proposed Extensions of Nishat Bagh, Shalimar, Chashma Shahi, Harwan.
Zoological Park at Hokarsar and mini Zoo behind N. Foreshore road at Shalimar.
Proposed Amusement Parks at Parimpora across Jhelum and  Shalimar.
Two exhibition sites – one  at Shalimar and another at Parimpora on HMT road.
Proposal for development of Jhelum river front.
Left Bank of river from Zero bridge to Abdullah Bridge and beyond till turning  towards Jawahar Nagar.
Dal Hassanyar over a length of about 300ft.
Khankahi Sokhta over 200ft length, Malik Sahib’s shrine up to Cement Bridge.

Proposed Commercial use increased from 193 ha to 601 ha.
30 ha( 16%) in CBD from Budshah bridge to Polo View
12  Nos. District Centre Commercial areas each of 5.48 ha in new areas
406 hectares in tourist villages around Lakes.
Integrated Freight Complex ( 78.20 ha) at Nowgam near Railway Station
Petroleum Bulk storage Depot (45.52 ha) at Balhama and Khunamoh.
Commercial Centres Regional Bus Stand Parimpora, Railway Station Nowgam.
Projected Tourist Flow 2021 – 12,42,981  
Bed requirement 18000 beds against existing 15900 beds.
Total Number of shops required  23888 for the Existing population and 20547 for the proposed population as per UDPFI Standards •406 ha. as tourist villages.
 
Industrial Land Use 
295 Hectares are existing in 7 industrial estates.
Extensive Industries include Joinery Mill at Pampore, Rajbagh and Rambagh Silk factories Bemina Woolen mills etc.
Proposals to revive the sick units.
Proposals for Industry 
Additional  665 ha are to be developed in   6 industrial estates
Service  & Light Industrial Estates at Wathura, Wagoora, Mujgund,Expansion at Zakura.
Special Industrial Area at Khunamoh
Agro Based Industries at Ompora, Ranbirgarh & Pratapgarh, Khunamoh
Development of Household industry by Developing Craft Concentration Centres
Carpets – Aanchar, Soura 
Crewel – Nawa Kadal, Safa Kadal, Idgah, Baghwanpora.
